Bess Vaughn Clark was born in Macon, Georgia, the daughter of the Bessie Julia Read and Herschel Johnson Vaughn, and spent most of her life in the city. She married Francis G. Clark, Sr. and they had a son, Francis G. Clark, Jr. She did a great deal of genealogical research focusing on the history of Twiggs County, Georgia and authored several published books on the subject. For this Clark earned an honorary degree from Mercer University in 2001. She was a member of the Daughters of the American Revolution, Daughters of the American Colonists, United Daughters of the Confederacy and Daughters of Colonial Wars. Her other interests included the Ingoli Garden Club and the Federated Garden Clubs of Macon. Clark was a nationally accredited flower show judge with a Master Judge Certificate and was an active member of the Middle Georgia Council of Flower Show Judges. She died in Macon in late 2007.
The Ingoli Garden Club collection consists of many papers, programs, clippings, and correspondence relating to flower shows and garden clubs in middle Georgia. These papers appear to belong to Mrs. Francis G. Clark.
