Arthur Foster may have been the father or grandfather of B.W. Foster. Arthur Foster published in 1831 a book entitled "A digest of the laws of the State of Georgia" which covers the 1820-1829 period and includes some acts. Arthur Foster, "lawyer and president State bank, was born about 1794 in Columbia County, Ga., and died about 1851 in Tuscaloosa: son of John and Elizabeth (Savidge) Foster: brother of Hardy Foster. He was educated and trained in the law and became noted by his published digest of the laws of Georgia in whose senate he served several terms before he removed to Tuscaloosa County. After locating there he was elected president of the State bank which was in process of liquidation but required a legally trained officer. In 1847 he was elected judge of the Tuscaloosa county court which position he held at the time of his death." -- Owen, Thomas McAdory and Marie Bankhead Owen. "Foster, Arthur." History of Alabama and Dictionary of Alabama Biography.
The collection consists of a bound volume of abstracts of the Acts of Georgia and a letter relating to ownership of the volume. The abstracts span the years 1820-1830. The letter, dated June 1979, was written by Dr. William B. Wilson. He states that the book was owned by Mr. B.W. Foster. Probably the book was compiled by Arthur Foster. Arthur Foster's authorship is based upon the fact that he published a book in 1831 entitled "A digest of the laws of the State of Georgia" which covers the 1820 to 1829 period and includes some acts.
